I don't know if you've heard about the The UK Children's Fine Art Competition one or not but it's worth a go and after checking with them via email it is definitely open to HEers. I Quote:
"Thanks for your enquiry. Of course home schooled children can enter! In fact some of this year's private entries were, I'm sure, from home schooled children. And they did very well. The competition has been running for two years now and we do have to charge a small entrance fee to cover our costs, exhibitions, staffing, prizes etc - until we can get sufficient sponsors.
Prizes include professional Royal and Langnickel art sets, Peter Smith
prints, signed Nick Parkes books, funky Anita Harris pottery.
All children receive a certificate. The competition is
more than just an art competition and introduces children to key values in life
as it is based around the atrocity of Lidice in 1942. "

They do have this other competition too: The UK Children's Art Competition However at the moment, due to lack of funding they are only opening it to schools and colleges. However they did say, I quote again:
"You may also be interested in the new UK Children's Fine Art Competition
and
Free Exhibition site at www.ukchildrensartcompetition.org.uk. This has
recently gone live. Unfortunately, as things stand, this showcase will only be available for schools.

But that may change if we got enough demand!"
Maybe we could drum up enough demand? There are enough of us Home Educating people out there to do it after all!
Another site you may want to look into if you like all this is here
